AI chatbots are proving to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants evaluated by the authority “often end up with the same two parties”, regardless of the user’s question or command, the watchdog noted in a analysis published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the voter’s query precisely aligns with the positions of these parties, the report indicated.
Authority Figure Cautions Against Using AI Chatbots for Voting Guidance
The vice-chair of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the performance of the Freedom party.
The far-right party of Geert Wilders is leading the polls but the gap to the left-wing and centre-right parties seems to be closing, with numerous electors still undecided.
All major parties have rejected a coalition with the PVV, implying the party that comes second is highly probable to supply the future head of government.
Inadvertent Prejudice Attributed to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
